China has had three adjustment of the foreign trade strategy since1949,whichbrought significant growth of the foreign trade and national economy. Nowadays theproblems of international trade began to appear,such as the unscientific import andexport commodity structure,the unreasonable trade mode and the unbalancedevelopment of foreign trade.At the same time, the domestic and internationaleconomic environment is changing.From the international economic point of view,theglobal economy sustained downturn,the international competition and trade frictionsintensified day by day.The domestic pressure mainly came from the economictransformation, weakening traditional comparative advantage and the quality offoreign trade.So the foreign trade strategy is no longer adapt to the needs of thedevelopment of trade and have to be adjusted.This thesis first reviews the historical evolution process of China’s foreign tradestrategy.Then it sums up five selection principles by the means of the theoreticalanalysis, empirical analysis and comparative analysis.These principles includestimulating economic growth,developing integrated comparativeadvantage,conforming to the trend of economic globalization,promoting social harmony and upgrading of industrial structure.The thesis puts forward the newforeign trade strategy and related foreign trade policy finally.It has importantsignificance for China’s transformation of great nation to powerful nation intrade.And it will contribute to keep the sustainable development of foreign trade andnational economy.The author thinks that the future strategy of foreign trade should be "Balanced andCoordination Strategy Based on Integrated Comparative Advantage".Its connotationcan be summarized as "two balance"(balance of import and export in merchandisetrade, balance of import and export in service trade) and "two coordination"(coordination of trade in goods and services,coordination of internal and externaldemand).The development goals include two aspects:quantity goals and qualitygoals.The development mode should be transformed from speed priority andexport-oriented to moderate speed,quality priority and coordinate;from pricecompetition to non-price competition;from cost advantage to integrated comparativeadvantage.At the same time the supporting foreign trade policy like exchange ratepolicy,foreign financial policy,intellectual property policy,industrial and regionalpolicy must change accordingly to improve the trade benefits.It will improve the low-end position in the global value chain and balance the trade so that the stable andhealthy development of economy can be realized.
