Traditional Chinese Medicine Scientific Research Project Performance Evaluation Management System Construction

With the increasingly significant role of Chinese medicine in the health care field, investments in Chinese medicine research and development are increasing accordingly."Traditional Chinese Medicine Innovation Development Plan(2006-2020)" clearly stated that Chinese medicine research, evaluation methods and standards system have not been established, nether independent innovation system that adapt to the requirements of the times has formed yet, and all of these hampered the modernization of Chinese medicine and its process of internationalization. Enacted in2006,"the national medium-and long-term (2006-2020) Science and Technology Development Plan" has placed the modernization of Chinese medicine as the focus of China’s science and technology development in the future. Establishing performance evaluation system in line with the characteristics of Traditional Chinese Medicine research project is strong guarantees to satisfy the needs of research on Chinese medicine, and the all-round development in the pharmaceutical industry is also an important means to promote the modernization and internationalization of Chinese medicine research.Research Objective:Forming and improving the performance evaluation management system compatible with the traditional Chinese medicine research project management. Through this thesis, we hope to provide theoretical basis and technical support for the eventual establishment of the Chinese medicine research projects assessment system.Research Methods:The research methods used in this study include documentary research, expert advice and typical survey. Summed up the structural framework of the domestic and foreign research performance evaluation management status and experience and existing domestic research projects performance evaluation management approach by literature; summed up the characteristics of the performance evaluation in the pharmaceutical industry through documentary research and consulting experts; by typical survey method to understand domestic Chinese medicine research performance assessment of the status quo; by consulting experts and typical survey intends management approach framework to amend and improve.Research Results:This paper summarizes the advanced experience of foreign research performance evaluation, performance evaluation of the status quo of the domestic pharmaceutical describe, analyzes the characteristics and special requirements of Chinese medicine research projects Performance Evaluation, sums up the framework of the research projects PEMS approach.Research Conclusions:In the research work in the field of medicine, institutions only do project acceptance test generally instead of doing Performance Appraisal when research projects are completed. Research work in other fields, there are a number of institutions conducting the performance evaluation, and research performance evaluation management approach in these areas of can be used to draw on. Through field research and expert interviews, we found that the performance evaluation of the research on Chinese medicine does have its own characteristics and particularities, which needed to be taken into consideration of Performance Appraisal of Chinese Medicine. Combined with the characteristics and particularities of Chinese medicine research and performance evaluation, the final particularities shall be formed.Proposal:Foreign advanced performance evaluation experience should be learning, make sure Chinese medicine research performance evaluation having legislate protection. Building in TCM research and performance assessment management system, we should reflect the characteristics of Traditional Chinese Medicine. In the evaluation process, we should pay attention to the evaluation of the "effect". We need to research and validation this research results in the next step study. And the conclusions of this study can be used as a reference.
