Hunger breeds discontent, food safety is the first. Food processing companies play animportant role in the food supply chain from farm to table. Approximately,small andmedium-sized food manufacturing enterprises (SMEs) accounted for at least60percent inthe food processing industry. Thus, Strengthening the food safety regulation in small andmedium-sized food processing enterprises is vital for food safety system. However, China’scurrent food safety regulation means is relatively backward, and SMEs’ food safetymanagement system is not sound, which leads to food safety accidents emerging endless.The Codex Alimentarius Commission has regarded HACCP as the most economical andmost effective system to protect the public against the risks of food borne illness. In theprocess of promoting and application of HACCP system, to make SMEs adopt this systemsmoothly remains the main problem of our country. This paper discusses how to superviseand control food SMEs effectively through food safety regulation, and how to establish afood safety management system in food SMEs. As for the two aspects above, this paper hascertain theoretical and practical significance.After studying the related English and Chinese literature,I randomly selected81smalland medium-sized food processing enterprises in Shandong Province which have adoptedHACCP to investigate the characteristics of sample firms and their current HACCPimplementation. Secondly, I modified the cost-benefit analysis method according to theactual situation of small and medium-sized food processing enterprises in Shandongprovince. Then, I used this method to present the empirical analysis of the costs and benefitsof HACCP implement. Thirdly, I introduced the food safety regulation in United States andCanada. At last, the relevant policy suggestions were proposed combined with theconclusion of this paper.This paper suggests that the benefits, obtained by small and medium-sized foodprocessing enterprises’ HACCP implement, are greater than the costs. However, thegovernment lack of food safety regulation and food SMEs lack of corresponding ability andbasic conditions and the consumer lack of HACCP knowledge makes obstacles to promotingHACCP. There are two innovations in this paper, the one is that this is the first time toanalyse the costs and benefits of HACCP application of small and medium-sized foodprocessing enterprises in Shandong Province. The other is that I modified the cost-benefitanalysis method according to the actual situation of small and medium-sized foodprocessing enterprises in Shandong Province.
