With China’s economic development and the improvement of people’s living standards,the product attributes of the real estate assets and the urban housing system reform hasbeen established.The vitality of the real estate business have been released too.At the sametime, the issue of affordable housing has become increasingly prominent, market-orientedhousing affordable housing living space further compression, and led to the emergence ofother unreasonable phenomenon. Excessive homeownership rate, for example, in thehousing problem has been recognized as one of the heaviest burden of today’s Chinesepeople, China is the main housing indicators listed in the "world’s first". According to theworldwide survey: homeownership rate in developing countries is generally higher, whilethe developed countries, the homeownership rate is lower. Residential housing in China’sown rate is too high, a rational reflection of the lack of housing security and social securitysystem,can not make up for the shortcomings of inadequate construction of affordablehousing,because of the pursuit of homeownership from the basic needs of their sense ofsecurity.Moderate homeownership levels either clear boundaries of affordable housing andcommodity housing, or the basic requirements of the allocation of resources to solve thehousing problems of positive significance.This paper focuses on the basic connotation of affordable housing and the allocation ofresources theory, draws on theoretical results and practical experience, combines with thedevelopment of affordable housing of current situation in China,and in-depth analysis ofthe problem of affordable housing policy exists under the moderate level ofhomeownership and Cause Analysis. Learn from the advanced experience of foreignhousing guarantee system, and put forward countermeasures and suggestions for furtherdevelopment of affordable housing policy. Strive to improving the housing system, tomeeting the housing needs of the community income groups, and eventually reach areasonable goal "Everyone has the right to adequate housing".
