The Study On The Allocation Mode For Affordable Housing Building In Kunming City

Housing has always been an important livelihood issue.In the market-oriented today,not everyone can purchase the desired housing rely on personal income.Moderate and low-income citizens cannot afford to settle down in cities because of housing prices.In order to meet the basic housing needs of this part people and promote the society harmonious development,the government quickly establishes housing security system,selling or renting out affordable housing at low price to moderate and low-income citizens.At present,the domestic main construction mode is centralized construction mode.With the increase of affordable housing construction,this construction model increase the financial and land burden of government greatly.Site selection of affordable housing becomes more and more remote.Housing quality has potential safety hazard.These problems are not uncommon.To solve the abuses caused by concentrated construction,the state begins to encourage different forms construction modes.Since 2007,based on absorbing excellent construction modes from abroad,some well-developed cities in our country begin to test new construction mode—allocation mode of affordable housing.The matching mode can not only solve the financial pressure of government,but also effectively overcome the problem of residential differentiation caused by remote site selection.However,due to different national conditions and different cultures in China,after few years’ implementation,the disadvantages of allocation construction mode are also thoroughly exposed,even cause contradictions.Kunming is a second-tier city in southwest of China.The construction mode of affordable housing is mainly centralized construction,so it is hard to escape the abuses caused by centralized model.Whether the more and more mature allocation construction mode can try out in Kunming or not? According to analysis to the successful cases put into practice in abroad and domestic cases that are not applied properly,this article puts forward suggestion for affordable housing and how to avoid risks.Finally,Chinese affordable housing construction system is still not perfect,policy implementation needs to be strengthened.Whether centralized construction or allocation construction mode,both hope that affordable housing construction can be more reasonable and sustainable,giving the most humanized guarantee to more low-income people.
