The Research On Comprehensive Grain Production Capacity Of Henan Province

While world grain supply and demand relationship is long-term tight, domesticgrain supply and demand contradiction is increasingly prominent, in the context ofsuch a background, China’s grain production is facing many domestic and foreignchallenges, such as a nervous situation of land and water resources, inefficientproduction, technological backwardness, the increasing risk of international marketvolatility. In the future, China’s food security situation perhaps is not optimistic to us.In this regard, CPC and the government not only persists the continuation of theconsistent policy in the past, which putting the agriculture and food production in thefirst place, but also attaches great importance to the protection and improvement ofthe comprehensive grain production capacity(CGPC). In this context, as one of the13major grain producing areas, Henan province’s important status as a big agricultureand food production province, and its important role in the system of national foodsecurity strategy, its opportunities and difficulties in building comprehensive grainproduction capacity will become more prominent.Henan Province’s unique geographical location, climate, environment and excellentfarming conditions, determine its prominent food advantages. Since1978, Henan’sgrain production has made brilliant achievements, owing to the help and actuation ofmaterials input, technological level, policy support and other positive factors, the totalgrain output stepped over a few stairs, and for many years ranked first position in thecountry, and grain yields per aera and labor, per capita share of grain have graduallyincreased to outdistance the national level and rank in the forefront. Nowadays, Henanhas grown into an important major grain producing area and grain supply base. Inpace with that Central Plains Economic Zone has been upgraded as a national strategyand begin to enter the stage of rapid advance, the construction of the core area ofHenan food production is significantly speeding up, the building of Henan’scomprehensive grain production capacity on the existing base of achievements, hasmore, newer and higher requirements to government, enterprises and farmers, as wellas the whole society. But as a perfect microcosm of China’s grain productiondevelopment, Henan is also facing many difficults and obstacles, for example, the shortage of farmland and water resources, the weak irrigation and water conservancyinfrastructure, not strong scientific and technological support, low efficiency of factorallocation and production, county governments and farmers are not enthusiastic,negative affection of natural disasters, and so on, need to react urgently.Practical needs of Henan’s CGPC building puts forward new requirements torelevant theoretical and empirical research: First, there is a need to rationalize theconnotation, features and attributes of CGPC, in order to provide necessaryprerequisite and preparation for in-depth analysis of the relevant issues; Second, thereis a need to clearly establish a theoretical framework comprised of catch-influencingfactors, constitution elements and representation elements, in order to providetheoretical support for researching, assessing and predicting the course, status andtrend of development of Henan’s CGPC; Third, it is necessary to proceed from thepast experience, research the mode of action and the degree of influence ofinfluencing factors by means of empirical analysis; Fourth, it is necessary to focus onthe constitution elements and representation elements comprehensively, and givequalitative and quantitative assessments for Henan Province and its municipalities inCGPC; Fifth, it is necessary to, in view of the future yield goals, forecast and graspthe development trend of the province’s CGPC in the future by appropriate ways;Sixth, it is necessary to take full account of current affairs backgrounds, based on themain conclusions of this paper and their policy implications, and propose somepractical suggestions of targeted.
