As a great power, China has a population of 1.3 billion, so grain has more important significance for China. Grain is a political issue for the stability of state and society and economic development, and it is a radical problem for national existence and development.From Year 2004 to 2008, the No.1 files of Chinese Communist Party Central Committee all stressed the grain subject and raised a series of policies and measures to advance comprehensive capability and benefit of grain production. As one of thirteen primary grain production's provinces and the biggest marketable grain production base, Heilongjiang province shoulders the important task for Chinese grain security. Advancing comprehensive capability of grain production is the certain claim to guarantee the state grain security. Also, it is the objective require for economic development and farmer's enrichment of Heilongjiang province.The total grain yield of Heilongjiang province has surmounted five large steps which are 300 hundreds million catties, and 400 hundreds million catties, and 500 hundreds million catties, and 600 hundreds million catties and 700 hundreds million catties since 1978. In order to preserve China grain security, Heilongjiang province draws up a plan which is called the strategy project planning about 1000 hundreds million catties grain. By 2012, the overall production of grain of Heilongjiang province will break through 1000 hundreds million catties and Heilongjiang province will supply the country with 700 hundreds million catties marketable grain. The strategy project planning about 1000 hundreds million catties grain will not only lay the first stone for the economy society's fine development of the whole province, but also create a large granary which is steady and high quality and reliable for China.Considering the important position of ensuring China grain security, it has practical significance to know the open questions of grain production correctly and research the countermeasure of developing grain production for Heilongjiang province.
