High-tech industry is a knowledge-intensive、technology-intensiveand emerging industry, which have the characteristics combined withcutting-edge science and leading technology. In August2012, the StateCouncil approved the Lanzhou Area of the fifth state-level New Areafollowing the Shanghai Pudong New Area, Tianjin Binhai New Area,Chongqing Two Rivers District, Zhoushan Islands District. In this context,it is necessary to know the status and feature of high-tech industry inGansu Province.The development of high-tech industry is driven bycapital and labor? Or driven by total factor productivity (TFP)? In thecomposition of TFP, how did technological progress and technicalefficiency change, and which factors have an important impact on TFP,research findings will have a certain reference value for the developmentof high-tech industry in Gansu Province.First of all, the article using growth accounting method and dataenvelopment model separately estimates the TFP of the high-techindustry in Gansu Province,for us which will have a intuitiveunderstanding of the general level of TFP of high-tech industries inGansu Province.Secondly we compared the TFP of the high-tech industryby industry in Gansu Province to find the gap between them, TFP can be decomposed by the the Malmsquist exponential model, dividing intotechnological progress and technical efficiency, and technical efficiencycan be divided into pure technical efficiency and scale efficiency, whichhave a more detailed understanding the development of the varioussectors of the high-tech industry in Gansu Province. At last,the articleanalyzes the factors which have an impact on the TFP, the study foundthat the impact of human capital on TFP is not obvious enough, locationfactors and policy support is an important factor on TFP of the high-techindustry in Gansu Province, lower opening rate and irrational structure ofproperty rights hinder the development of high-tech industry of GansuProvince.
