Internationally, industrialcluster becomes a common phenomenon, especially in most competitive industries ofdeveloped countries, and since World War Ⅱ, especially since the1990s, economicglobalization has become an important trend of global economic development. Cluster hasbecome the trend of world economic development; from a domestic perspective, industrialcluster has become an important force in regional economy, particularly in Guangdong,Zhejiang, Jiangsu and other developed provinces that are more obvious of cluster development.Among Shandong Province, those places with developed regional economy are all with goodindustrial cluster development. Experience has proved that there is close contact amongregional economy development and industrial cluster development, and industrial cluster hasbecome the essential feature and driving power of regional economy with the segmentation ofindustry division of labor. Cultivating industrial cluster is not only the important source andfundamental way to enhance competitiveness of regional economy but also inexorable trend ofregional economy development.Rope﹠net industry has national strategic significance, in essence, is competitive inhigh-tech market. At the low end of rope﹠net industry, traditional rope﹠net processing islabor-intensive industry with simple process, low-added value, low correlation betweenupstream and downstream industry and poor economic benefits. Thus carrying out deepresearch on this topic has profound significance. Based on the recent regional development ofLizhuang rope﹠net industry, this article aims to do preliminary study on orientation andways of it as following:Ⅰ. Analyzing the research status, it points out recent problems of cluster development andclarifies research subject, significance, content and method.Ⅱ. The article introduces concept and characteristic of industrial cluster and industrialagglomeration, analyses the type of industrial cluster, sketches the theoretical studies at homeand abroad, and particularly points out the trend and strategic role of cluster development. Ⅲ. Based on development statue and problems of Lizhuang rope﹠net industrial cluster,this article makes a deep analysis of advantages and disadvantages influencing rope﹠netindustry development, especially disadvantages, such as lack of agglomeration ability, smallscale, low level of industrialization, untight industrial chain, cut-throat competition, low-techproduction and limited government function to seek the next step of development.Ⅳ. Through SWOT analysis of rope﹠net industrial cluster, the article specifiesadvantages, disadvantages, opportunities and challenges, focuses on the developmentinnovation and human resource, points out that lack of innovation ability is the bottleneck ofcluster development, puts forward a proposal to build cluster innovation mechanism, especiallyfrom the perspective of government. Meanwhile, it indicates that human resource faceschallenges without population bonus.Ⅴ.
