The software industry, as the core and soul of the information industry, has respect to thepeople’s livelihood and social development, and has become one of the strategic and emergingindustries of our country’s12th five-year-plan. While with a late start, China’s softwareindustry has achieved many achievements attracting worldwide attention with the state andlocal government’s’ concern and impetus. At the same time, with different points of view,theorists’ researches about it are in the ascendant, and this paper is a continuation andextension of this field, after choosing proper models and relevant analyzing software, it usesdata envelopment analysis (DEA) method–a powerful tool for evaluating efficiency to take ashot at evaluation for the operating efficiency of the software industry cluster innovationnetworks, and in order to get some meaningful conclusions.This paper contains four aspects as follows: first, Archival Research. With a review andanalysis about relevant theories and researches, this paper confirms its research direction andpurpose. Second, this paper establishes an operation model of the software industry clusterinnovation networks, and then analyzes it from three different aspects: Input Effect,Operational Mechanism and Output Effect. Third, under some relevant principles, this paperchooses15provinces and cities as evaluation objects, then it constructs an evaluation indexsystem, and selects three DEA model–CCR, CCGSS and Super Efficiency as this paper’sempirical research tools. Last but not the least, with the help of a powerful software, thispaper obtains the evaluation results for each target provinces and cities, and after some furthermore detailed analysis, this paper works out some relevant and meaningful conclusions.
