In order to solve theproblems of Chinese urban management, Chinese urban management department has carried onactive exploration，Beijing city Dongcheng District first built the digital urban managementmode in2004,and achieved great success in practice, so Ministry of housing and Urban-RuralDevelopment of china requires the city government all over the country to build the Dongchengdigital urban management mode. In order to consolidate and expand the " UN Habitat Scroll ofHonor Award " achievement, Rizhao city has put forward to build “a ecological, suitable,seashore holiday city”, which requires Rizhao city urban management to achieve a newbreakthroughs, and the level of public service to a new height, thus Rizhao city must change thecurrent management mode and the idea of city management immediately. According to thecurrent situation, in accordance with the requirements of Ministry of housing and Urban-RuralDevelopment of china construction department and Department of construction of ShandongProvince, and absorbs the experience of digital urban management of advanced city, the RizhaoCity should build the digital urban management mode immediately. Digital city managementmode is based on computer technology, multimedia technology and data storage technology,broadband network technology, and using3S technology and mobile communication technologyto get the3dimensional description and information tracking of city in multi-resolution,multi-scale, multi-kind mode. The mode can promote the integration of municipal resources，andmake municipal departments promote their responsibility and cooperation, finally it willeffectively improving the performance level of urban management and public service.This article carries on the research to the background of the construction of digital urbanmanagement mode in Rizhao city, and introduce the concept of digital urban management mode,and the development and application of digital urban management mode in china and developed country. The article further analysis the necessity and advantage of Rizhao City to implementdigital urban management mode, and also investigates and studies the construction goal andprinciple of Rizhao City digital urban management mode, finally puts forward the constructionplan and system design requirement of Rizhao City digital urban management mode. This articlewill help Rizhao City government to achieve urban meticulous management and urbaninformatization, at the same time, it also has reference value to the plan and construction ofRizhao and other domestic city’s implementation of digital urban management mode.
