With the fast development of economy and the cities transferring quickly, most cities of our country are vigorously carrying through construction movement, especially the development and construction in urban new zone. For the development and construction in urban new zone of china has just begun, at present, the construction in urban new zone is also a side to side while groping summary ,so there are a lot of factors out of harmony in the construction in urban new zone. If we try to identify the root causes of it, we can see that the government and the market did not achieve a good interaction. From this perspective, the author of this article take the interaction between the government and the market mode of the construction in urban new zone as the subject of study, regard the sustainable development concept, the ecological priorities and the urban management as a guide to discuss the inevitability of the pattern, the support conditions, the specific operation and the business strategy, with a view to lay a solid theoretical foundation of the construction in urban new zone, finally it can provide the first-line reference to the construction in urban new zone under the conditions of market economy and provide a useful reference for the future development and construction in urban new zone.In the first place, the article defines the meanings of the urban new zone as related to, summed up the basic theory. Then based on the description of the practice in the development and construction in urban new zone of domestic and overseas, Summarize their experience and enlightenment. In the second place, the article analyze the various modes of domestic and overseas and their characters, followed by pointing out that the interactive mode between the government and the market is a rational choice at present stage, next give some recommendations on operating conditions and ideas of the actual operation of this mode. Then according to my own comprehension, it brought to how to realize the object of construction through the way of city management and analyze the specific management strategy. Finally the article discuss of the concrete implementation of the mode combined with the actual the development and construction in San Shui Jiang Nan Urban New Zone.Through the research above, combine with the development and construction practice in urban new zone domestic and international, this article suggests that the interactive mode between the government and the market of the development and construction in urban new zone should be constructed currently. The positive interaction of both parties should be achieved both at the resources of the area land development and the infrastructure kit construction, also at the investment and the margin,the management of urban new zone development and construction etc. At the same time, urban new zones must set up the all new principle of city management to live the city resources with the biggest limit dish and look for the road of urban new zone development and construction which can make the whole benefits of the city maximize, this is the main conclusion of this article also.The main creative place of this article is that it lead the principle of keep on developing,the theories of the city country integral whole,the thought of the city management etc into urban new zone development and construction , analyze the interactive mode between the government and the market of urban new zone development and construction systematically. Then it puts forward some suggestions on how carry on urban new zone development and management reasonably aim at this mode, filling up the blank of the realm of domestic studies on the mode of urban new zone development to some extent.
