Study On The Integtaton Of Urban And Rural Old-age Security In Jinan City

Facing the21st century, socio-economic development, the aging population is getting to become one important problem. In2001, the characteristics of population aging in China has emerged, which has become one of the ageing of the population in the world, in the aging population structure constraints, urban and rural old-age problem has become the obstacle that restricts the sustainable development of China’s social and economic factor. At present China’s socio-economic development is in the transformation stage from dual economic structure into monistic economic structure and adapt to the change of phase of the structure, the reality of China’s old-age security system both at the level of system design and practice all show the obvious dual structure in urban and rural economy, specific performance in practice, there is a certain gap between the pension demand design and number of old-age security system and urban and rural residents. Therefore, the paper argues that building the integration of urban and rural pension system is a response to the trend of an aging population, one of the effective ways to achieve the strategic goal of building a socialist harmonious society. The basis of the formation and development of retrospective Jinan urban and rural old-age security, the establishment of the necessity and feasibility of the integration of urban and rural pension system specific analysis, and then put forward the idea of the construct integration of urban and rural old-age security system.This article is divided five chapters. The first chapter is the introduction which has three sections. First section describes the background and significance of the thesis; the second section is the literature review of domestic and international; Final section introduces the research thought and research methods. The second chapter introduces the practice and experience on integration of urban and rural old-age security system of Jinan city. The third chapter analyzes the existing problems and reasons of Jinan city during the process of integration. The fourth chapter summarizes domestic and foreign experience and enlightenment on integration of urban and rural old-age security system. The fifth chapter elaborates the specific measures to improve the integration of urban and rural old-age security in Jinan city. First of all, the operation mechanism of the integration of the urban and rural old-age security in Jinan city should be optimized. Secondly, the operation environment and supporting measures of the old-age security in Jinan city should be improved. The last part of the thesis has carried on the summary to the full text. Bases on previous works and form my own understanding of the problem, this study is a synthetic paper which has the situation, experience, problem and reason analysis and policy suggestion of the integration of Jinan urban and rural old-age security.
