Studies On Science And Technology Plan Project Management Problems In Taian

At present, the competition of comprehensive national strength is changed from the material resources into the competition of the technology and human resources. Science and technology input has increased year by year, as the main carrier of science and technology activities, science and technology plan projects can not be ignored for the promotion of a national and regional science and technology, and economic development. During the12th Five-Year Plan period, the implementation of technology plan projects have become an important support of science and technology of Taian to strengthen the capability of independent innovation, and to realize the importance of science and technology innovation and strong city of Taian. Keeping progress in the11th Five-Year Plan and achieving purpose of12th Five-Year Plan, it is very important that Taian government have to build up effective science and technology program system.In this paper, a more in-depth study on science and technology project management of Taian has been carried out from the perspective of technology management in Taian, and in this paper, the following methods, such as, social survey method, comparative analysis method, literature analysis method, combination of theoretical analysis and empirical analysis method have been used. There are four main research contents in this article, and the first part of this article is an overview of the results of the national and international science and technology plan management policies, management mode and process management; The second part of this article gives us a detail description of the current situation of Science and technology program management in Taian including science and technology system, organization and management, and project management procedures; The third part of this article points out the existing problems in three stages that is in science and technology project establishment, implementation, conclusion and acceptance stages according to the current situation of science and technology project management in Taian and the third part gives an analysis of those problems such as inadequate research work in the early and medium-term of project establishment stage, project assessment is not scientific enough; Lack of something in the whole process of project management in implementation stage, that is science and technology management departments at all levels are also lack of science and technology information resource, at the same time, they have backward working methods, insufficient personnel, and they have no perfect science and technology platform management network; Acceptance is not being prepared in conclusion and acceptance stage, and evaluation of science and technology is not exist and so on. These problems are due to a lack of overall strategy, perfecting the evaluation mechanism, the diversification of the stability of the science and technology input mechanism and standardized system construction, etc, The fourth part of this article puts forward some suggestions on science and technology plan management reform of Taian by drawing on the advanced science and technology project management experience of advanced areas at home and abroad,combined with the actual situation of Taian. For example, we can increase investment of preliminary research work of science and technology projects, and make science and technology project establishment and evaluation system perfect; We can enhance the whole process of project management in implement stage, and make checking system in the medium-term of science and technology project perfect, we can raise the professional skill of science and technology management personnel, and promote the construction of science and technology management network platform; We can have clearer responsibilities in conclusion and acceptance stage, and strengthen the preparation work in conclusion and acceptance stage, and we can introduce science and technology credit management mechanism, and make this mechanism run throughout the whole process of science and technology project management stage.
