Design Of The Process Management Of China's Science And Technology Planning Project Based On Full Life Cycle

Science and technology projects plays an increasingly important role in the area of promoting the economic, technological and social development, solving the key scientific issues in socio-economic developments and major technical problems which is global nature, cross-sectoral and inter-regional, and improving industrial competitiveness.As the transition period completed from a planned economy to a market economy, the socialist market economic system preliminarily established and the world economic integration formed after accession to WTO, China's science and technology must be subject to world science and technology development trend, domestic political, economic and overall development of society. Science and technology projects are more closely together with the economic, social, environment, human needs and the market and so many factors in an unprecedented manner. All this makes science and technology projects process management facing a lot of new problems and new contradictions, and proposes new requirements to China's science and technology projects whole process management. To make our country invincible in the future science and technology competitive fields, China should actively face the challenge. We must establish a scientific and efficient management process of national science and technology projects, improve resource allocation and improve the performance of science and technology project management, further improve the whole process management level of science and technology projects and innovate science and technology project management to protect healthy and rapid development of science and technology and enhance the competitiveness of national science and technology and the comprehensive strength.Although both national and local have do a lot of research to science and technology project management, become a more mature management theory and management methods, and accumulated a wealth of successful experiences, but there is a big gap between our country and the developed countries in the area of science and technology project process management, such as the lack of project management life cycle thinking, loosely project process management, low transformation rate and so on.This article divides the whole process of science and technology projects into project phase, the implementation phase, finished acceptance stage and the transformation stage of four stages. This article which is from the perspective of the whole life cycle starting and the Government competent agencies' point of view systematically researches the entire process of the science and technology projects management and the elements which will impact the whole process management such as fund management, schedule management, quality management and so on, analyze the existing problems and propose appropriate solutions. This paper uses the method of comparative analysis to analyze the powerful foreign countries' efficient and orderly science and technology program and the project process management, such as the United States, Japan and so on, and analyze our country's status science and technology process management mode in the use of systems engineering ideas to point out its inadequacies. This paper redesigns our country's science and technology process management on the basis of learning from the domestic and international science and technology project management experiences and actual situation in our country. Also this article establishes the science and technology project whole life cycle process management evaluation index system and evaluation model and select a particular type of technology project process management model to evaluate simulatly. Finally, this article proposes some reform proposals to improve the whole process management of China's science and technology project.
