Performance Evaluation Research Of Science And Technology Plan Projects In Inner Mongolia

The existing performance evaluation of science and technology plan projects in Inner Mongolia that given priority to with appraisal business completion and funds usage, is difficult to evaluate tacit knowledge as the main content of the research project accurately, and to a certain extent affects the researchers to refine on scientific research activities. As the science and technology activities of the autonomous region have become increasingly frequent, it is more important to evaluate the performance of science projects scientifically and reasonably.Under the condition of imperfect performance evaluation index system of science and technology plan projects in Inner Mongolia,this paper choses the system as the research object, the technological innovation theory, endogenous economic growth theory and public goods and externality theory as the foundation, combined with domestic and foreign related research achievements of the performance evaluation of science and technology plan projects, to build and apply the performance evaluation index system of science and technology plan projects in Inner Mongolia.The main content of the paper includes the following several aspects:the first one is the analysis about the present situation of the performance evaluation of science and technology projects in Inner Mongolia concluded that from the perspective of project organization and project performance evaluation index system and method the work on performance evaluation of science and technology plan projects in Inner Mongolia has defects, if the defects cannot be improved, they will affect the scientific nature and rationality of performance evaluation of science and technology projects. The Second one, aiming at the problems existing in the project performance evaluation index system, according to whether there is economic output,science and technology plan projects in Inner Mongolia are divided into two categories-basic support research and comprehensive commercial research. From the four perspectives, completion status, project sustainability, academic benefits and social benefits,23indicators are selected to build the performance evaluation index system of science and technology projects of basic support research in Inner Mongolia, From the five perspectives, completion status, project sustainability, academic benefits, social benefits and economic benefits,30indicators are selected to construct the performance evaluation index system of science and technology projects of commercial research in Inner Mongolia. Taking the natural science fund project defined as basic support research projects in this paper for example, the questionnaire survey method is used to analyze the intrinsic consistency of the evaluation index system, concluding that the internal consistency of the index is high. The third one, using the factor analysis evaluation method5common factors are put forward, the difference of the overall comprehensive performance score is big, business completion status index is of the highest score, comprehensive performance of Reward performance factor scoring average minimum, intrinsic difference of social performance factor is the biggest and8indicators that impact sample project performance are found out. The fourth one, from the perspectives of project organization and the project undertaker corresponding countermeasures and suggestions are put forward to improve the present situation of performance evaluation of science and technology projects in Inner Mongolia and the overall performance of science and technology projects.
