With the strategic construction of the innovation-oriented state, regional innovation system has been regarded as the principal access to enhance innovation capacity of the state.Technological innovation capacity of industrial enterprises which is the fundamental element of the innovation system would play a crucial role in enhancing the regional innovation capacity and national competitions. Therefore, it is significant to evaluate technological innovation capacity of regional industrial enterprises for practice and theory.In light of the cross-sectional data in 2008 and panel data during 1997-2008, this thesis comprehensively evaluated and analyzes technological innovation capacity of 30 regional industrial enterprises in China, and furtherly revealed their present situations and evolutional tendencies. From these results, it contributed some constructive suggestions and feasible measures to enhance technological innovation capacity of regional industrial enterprises. Main research works in this thesis are as follows:Firstly, based on existing research studies on evaluation of innovation capacity at home and abroad, it is found that more relative studies were conducted at micro level as enterprise level, while there is not many analsis at regional level. Moreover, most scholars would just evaluate technological innovation capacity with the single weight method, but not the combined one. On account of supplementing the research results, this thesis evaluated technological innovation capacity of regional industrial enterprises with combined weight method.Secondly, from theoretical analysis and existing works, this thesis constructs evaluation index systems including 18 terms covering 5 levels—technological innovation input capacity, research and development capacity, production and manufacturing capacity, technology innovation output capacity, and technological innovation environmental support capacity., and it also constructed a combined weight model, integrating with improved group-G1 method for subject weights and entropy weight method for object ones.Thirdly, according to the constructed model, this thesis comprehensively analyzed and compared present situations in 2008 and evolutional tendencies from 1997 to 2008 of 30 regional industrial enterprises'technological innovational capacity in China. From the analytical results, it revealed that technological innovation capacities among theseregions are unbalanced, they always went uptrend but there was a big diierence among their increasing degree. In view of practical situations including industrial structure, geographical position and so on, main factors influenced their discrepancy of increasing degree were explored.Finally, research works, main analytical results, research features and shortcomings were summarized. Based on these results, some constructive and rational suggestions were supplied in order to enhance our technological innovation capacity of regional industrial enterprises in the future.
