A Study On Suzhou’s Service Outsourcing Development

Due to the development of computer network technology, the increasingcompetition among the international market, more and more enterprises commission thevalue chain business processes to external professional service providers to completewhich were provided by themselves.These outsourcing business processes are basic,non-core business of IT and IT-based business processes. With the deepening ofeconomic globalization, outsourcing services around the world to flourish, the new eraof global outsourcing is coming. Many developing countries have appointed thedevelopment of service outsourcing as a new national development strategy, especiallyoffshore service outsourcing; have introduced policies to encourage and promote thedevelopment of the service outsourcing industry healthily.It is of great significance to develop service outsourcing for the transformation ofeconomic development and the improvement of trade structure. China has basicallyformed a coordinated "central-provincial and municipal-Park-enterprise " system ofthe development service outsourcing;has expanded the scale of the industry andimproved the international competitiveness of the industry. However, compared tocountries such as India, Ireland, there is a large gap. These countries use their inherentadvantages to develop the service outsourcing and form its own characteristics of thedevelopment. Combined with the current development of China’s service outsourcingindustry, we can learn from the successful experiences of India and Dalian; then analyzethe current situation of the development of service outsourcing industry in Suzhou; usethe SWOT model to analyze the advantages and disadvantages of the development ofservice outsourcing in Suzhou, as well as the opportunity and threat to face; use theSWOT matrix combination of these four factors to analyze; given countermeasures forthe further development of the service outsourcing of Suzhou.Through SWOT matrix analysis, we can discover that the Suzhou development service outsourcing should conjunction with the development of the park, highlightingthe development of the offshore outsourcing, deepen the excavation in the offshoreoutsourcing; focus on expanding the European and American outsourcing, keep thedevelopment of Japan and South Korea outsourcing; continue to develop ITO, focus onthe development of BPO, foster and enhance KPO, then build Suzhou serviceoutsourcing development model with Chinese characteristics, realize the transition from"manufactured by Suzhou" to "manufactured by Suzhou+served by Suzhou.
