With the constant emphasis on logistics industry in recent years, as one of the ten major revitalization of industry, the logistics industry has become an important basis and strategic support of social development. However, with the low-carbon economy’s development, as one of both energy consumption and gas emissions, the logistics industry has become the main focus on the low-carbon economy development. Therefore, logistics has become one of China’s most important points in the low-carbon economy development, also the low carbon logistics will inevitably become the development direction and trend in the future. Meanwhile, as the bearers and practitioners of the logistics industry, logistics enterprises are bound to become an important low-carbon logistics practitioner in the future.However, how to evaluate the development level of low carbon is a new task in the process of logistics enterprise development. In addition, in the current review of relevant research, a few scholars use single indicator to measure the low-carbon development, and this paper didn’t see a comprehensive and integrated evaluation of the logistics enterprises’low-carbon development level. Therefore, under the premise of the insufficient relevant research and logistics enterprises’low-carbon development needs, this paper put forward the problem:how to evaluate the logistics enterprises’ low-carbon development level scientifically and rationally. The main contents include:Firstly, basing on the related research, this paper put forward the concept "Low-carbon level" to measure and calculate enterprises’low carbon level;Secondly, this paper studied low carbon development influence mechanism from four levels by using the method of system analysis:fundamental driving force, main elements, the main ways and important guarantee, then analyzed low carbon development countermeasures by using the method of fishbone diagram. And then classified the path into three levels:logistics facilities, technical equipment and operation management;Thirdly, this paper creatively evaluated low carbon level with the combination of single index and multi-index evaluation. This paper argues that although single index evaluation method caught the core problem, simple and clear, but the reflection angle is too single. Therefore, it built a multi-index, multi-level, integrated comprehensive evaluation system from logistics facilities, technology and equipment, operations management, energy consumption and carbon emissions, as well as ecological and environmental;Finally, it made an empirical study in Henan Province by the method of multi-level fuzzy comprehensive evaluation.The full paper adopt the way of combining theoretical analysis and empirical research, which indicated the theoretical and practical significance of the evaluation on the one hand, on the other hand it also verified the practicability and feasibility of the evaluation model. Evaluation model is carried out to provide a reference, to help business managers to quantify the management and then better realize the low carbon development of logistics enterprises.
