A Research On China’s Low-carbon Economy Development Level Evaluation

Currently, low-carbon economy has become a hot issue in the domestic and overseas. However, the research on the comprehensive evaluation index system of its development level is poor, especially in the domestic, the research of evaluation index system and method is relatively lack of creation. How to evaluate the development of low-carbon economy is still a very important issue in the research on low-carbon theory. A construction of the evaluation index system is not just in favor of the establishment and improvement of the low-carbon theory system, but also is an essential link in the process of qualitative research evolving to quantitative research and the main basis and support of a judgement of low-carbon economy development level.This article takes the low-carbon economy evaluation index system as its research object, at the same time, it takes ecological economic coordination theory, sustainable development theory, externality theory and property rights theory of environment and resources as its theory support. On the basis of deep investigation and collecting extensively the material of the present situation of low-carbon economy development in our country, this paper analyzes the current potential and exsiting problems of our country’s low-carbon economy development.When it comes to evaluation system, considering that low-carbon economy is not just a simple or single issue, this paper, mainly from five aspects, including society, economy, environment, resources and technology, follows the theory basis and principles of low-carbon economy evaluation index system, establishes a low-carbon economy development evaluation index system, and through a correlation analysis, finally, picks up25specific indices which is closely related to the development of low-carbon economy as its level third index. When it comes to talking about index weight, there are two methods called AHP and entropy method for choosing.Since that it’s so difficult to say which one is better, the paper holds that using two methods to calculate subjective weight and objective weight separately is the best choice, then combines them as the final results called combination weight.From the perspective of appraisement means, this paper chooses comprehensive index method and TOPSIS method(Technique for Order Preference by Similarity to an Ideal Solution) to appraise China’s low-carbon economy development level in different aspects. The results reveal that the overall development trend of low-carbon econmy level is rising from2005to2009, there is a little drop in2006because that the level of ecological environment index and resource utilization index whose weights are very important falls back in2006in contrast with it in2005.In the meantime, we can also find that there are many blocks and adverse conditions,such as the poor development situation of technologic support index,ecological environment index and resource utilization index. Consequently, in order to improve China’s low-carbon economy development level, this paper, on the basis of the evaluation results, indicates that China has to set up the low-carbon ideas, reduce CO2emissions, promote ecological environment construction, adjust the industrial structure, optimize energy consumption structure and encourage technology development and innovation when it keeps the economy growth.
