And, in this paper, through literature research, theoretical analysis,field survey and other research methods, through to the rural social endowment insurancesystem research and analysis of existing problems, and find out the causes of existingproblems, hope in the new rural social endowment insurance system implementationprocess, can foster strengths and circumvent weaknesses, establish perfect law, governmentresponsibility, fund raising and management norms of the new development ideas, toestablish the benign development of the new development pattern.
