Our Country New Rural Society Endowment Insurance’s Present Situation Problems And Countermeasures

In2009,the state council issued the rural social endowment insurance for a new pilot’s instructionopinion,which points out in the country,10%of the county to pilot work, showing that China’s new type ofrural social endowment insurance system (hereinafter referred to as the" new farming insurance") wasofficially established."New farming insurance" is gradually proceeding as the pilot,according to the relevant people clubprogram, which will be realized in2012to full coverage.However,the process of the pilot has manyproblems, such as the basic unit government of "new farming insurance" propaganda is not in place, thepension payment level is low, local subsidies is difficult to implement, farmers have "adverse selection",thevalue fund difficulties,"new farming insurance" and other systems such as lack of effective cohesivemechanism, in-depth analysis of the reasons of the existence of these problems,the author discovered thatthe current China’s rural economic level is low, the underdeveloped region government financial subsidieshas difficulties,new farming insurance" system design itself with a defect, the management level is low,orgnaization of unit of talent,the county level management is difficult to form the network, and many otherfactors have made for a "new farming insurance" in the implementation of various problems appearing,forthis, the paper argues that,we should strengthen the government’s propaganda,improve the level of pensiontreatment,encourage local leading enterprise of "new farming insurance" investment,the present system forreasonable improvement,broaden the pension funding and investment channels, as quickly as possibleunified national endowment insurance network management system,this paper believes that,in ourcountry,we should attach great importance to social security development,"the new farming insurance"’s many problems will be effectively solved," new farming insurance"’s goal of universal coverage andmulti-level and sustainment will be realized.In addition,about the future of the new type of rural socialendowment insurance in the future trajectory,urban and rural society endowment insurance is thedevelopment direction of the future,with the policy to promote the gradual,the future of the "new farmingkeeps" will be implemented throughout the country as a whole,to realize the whole society people share thegoal of economic development in the new achievements.
