Industrial in the development of industrialization has always been the hot spot thateconomists discussed. In the development of global industrialization, has experiencedthree industrial revolution, which formed three steps of the industrialization. Since the1960s, along with the industrial rise of developing countries, such as China, India andBrazil, many industrial manufacturing center of developed countries transfer to thesedeveloping countries and regions, and constantly showing the trend of globalization andtransnational. And the view of “post-industrial society”,“service economy society” hasemerged in Western countries. And the proportion of manufacturing employmentsustained drop in most developed countries. It means that the United States, Britain,Japan and other industrialized countries entered a stage, which called“De-industrialization”. Economic is developing rapidly in China, it has reached thesecond largest economy in the world, China’s economic development for all to see. Butthe rapid development of China’s industrialization has also brought a lot of negativefactors. For example, the ecological resources is getting worse, the tertiary industrydevelops slowly, research and innovation seriously lagging behind, economicinefficiencies, etc. These negative factors challenge the sustainable development ofChina’s economy. The outbreak of the financial crisis, which highlights the problem thatthe development of the real economy in China. Especially by the new period coming,China is facing a major problem, will she continue to seize the opportunity to optimizethe industrial structure and transform the mode of economic growth, and catch up withdeveloped countries and regions?Just on the background, this paper studies the de-industrialization and industrialpolicy in Japan, then analysis the experiences and lessons in the path of Japan’sindustrial development, absorbs the successful experience in the development ofJapanese industry for China to avoid problems in Japan’s industrial development.Finally provide some views on the development path of Chinese industry to makeChina’s industrial structure optimization and upgrading, and achieve sustainableeconomic and high-speed development.The first part is an introduction, it introduced the background and significance ofthe research. It also described the research status of de-industrialization and industrialpolicy. The second part studied the problem of de-industrialization in Japan. It definedthe concept, classification and measurement for de-industrialization. Then the process ofindustrialization and de-industrialization in Japan is described, while the causes and impact of Japan’s de-industrialization is analyzed. The third part discusses the industrialpolicy in Japan during the de-industrialization, and analysis the content and impact ofindustrial policy in two periods of Japan’s industrialization and de-industrialization. Thefourth part, analyzing the state of industrial development in China,indicating theproblems in the development process, and then in terms of the research before, get someenlightenments on Chinese industry. The last part summarizes the relevant issues andgives prospects. The conclusions describe the characteristics and shortcomings of thispaper, the prospects describe the problems to be solved, and the theory to be improving,so they can guide practice better.
