The “sixth-order industrialization” of agriculture was proposed by Japanesescholar in the end of twentieth century. Japanese government issued a series ofpolicies to carry out the “sixth-order industrialization” development strategy, promoting the primary agriculture extend to the secondary and tertiary industries andmake mutual fusion, and achieved fruitful results. Compared with Japan, ouragricultural development relatively fall behind and relevant theoretical research is notfully, so it is difficult to provide effective guidance for agricultural moderndevelopment in China. The text means to analyze the development, implementation, effect and other sectors of “sixth-order industrialization” of agriculture in Japan, toput forward some reference comments for China to realize the dream of agriculturalpowerhouse. The text introduces the background of “sixth-order industrialization” ofagriculture in Japan at first, describes its content, feature and status, and reveals thetendency for diversification direction development. Given that Japanese governmentplays a key role in “sixth-order industrialization” of agriculture, the text explainsJapanese government’s strong agricultural protection and assistance by analyzinglaws’ issuing, institutional setting and policies’ supporting. Combining Japanese scholars’research result, the text finds that “sixth-order industrialization” benefits Japaneconomy more than harm and gains height recognition of majority farmers, afteranalyzing its effect from the microeconomic, medium-economic and macroeconomicpoints of view. However, the paper also finds that a variety of factors from Japan andabroad restricts the continuous development of “sixth-order industrialization”, soJapan must resolve the problems effectively to remain long-term stable developmentof “sixth-order industrialization”. Finally, the text provides some constructivesuggestions to walk out a modern agricultural development road with Chinesecharacteristics, at the basis of learning from the successful experience of Japan’sagriculture and combining with the agricultural status of China.Through a comprehensive analysis of “sixth-order industrialization” ofagriculture in Japan, the text draws the following conclusion: after several years ofdevelopment,“sixth-order industrialization” of agriculture in Japan has achievedinitial results, which greatly improves the life quality of farmers, adjusts theagricultural production structure and achieves sustainable development. Its successfulimplementation can’t do without the strong security from Japanese government and actively cooperation of organizations. To maintain the tendency of development,Japan must address the limiting factors. Japan and China has similar geographicallocation and environment, therefore, it is necessary to develop our own “sixth-orderindustrialization” through learning from the successful experience of Japan. However, our focus on agriculture is not enough, the research and report on “sixth-orderindustrialization” of agriculture is also insufficient, so it hasn’t been implemented thetrue sense of “sixth-order industrialization”. I hope our country and all sectors ofsociety can raise much emphasis on agriculture, doing well and stimulating theeconomy to realize the dream of agricultural powerhouse.
