Under the influence of global financial crisis, RMB appreciation, soaring laborcost in domestic market and severe anti-dumping pressure from international market,our country’s foreign trade industry, especially export industry, is Confronting withunprecedented challenges and difficulties. It has become an urgent problem for us toreadjust foreign trade structure in the sake of promoting economic development inthe new era.This paper mainly studies the rationality of the structure of our Country’simport and export products from the perspectives of its relation with the scale ofeconomic growth and the quality of economic growth. Firstly, by building a newrationality assessment system, which includes a rationality evaluation mechanism ofimport and export structure and a rationality index of import and export, this papermakes a Comparison analysis on import and export structure’s effect on economicgrowth among China, Japan and America, which shows that in export sector, Chinahas the highest percentage of goods with net promoting force, but China’sComprehensive promoting force is the weakest; in import sector, China has thehighest percentage of goods with net supporting force and its Comprehensivesupporting force is also the strongest. By analyzing the effect of import and exportstructure on economic growth from2002-2007, we find that the promoting effect ofexport sector has decreased, while supporting effect of import sector has increased.Secondly, this paper analyzes the relation between the import and export structureand the quality of economic growth from the perspectives of technologyimprovement, resources Conservation and environment protection. It analyzes thedifferences of technical Contents in import and export goods among China, Japanand America and the development path of technical Contents in China’s import andexport structure from2002-2007by using structure supererogation. The calculationresults reveal that among the three Countries, China has the lowest technicalContents in export sector and highest technical Contents in import sector. More importantly, our Country’s technical Content of export goods is lower than that ofimport goods. From the perspective of time series study, we find that the technicalContents of export goods have been improved a lot and that of import goods keptstable. Finally, this paper calculated the CO2emission intensity as well as total CO2emission of various industries in China from2002-2007. During these years, CO2emission intensity of most industries in China has been greatly reduced, while owingto the scale effect, the total CO2emission of export sector has been largely increased.With the above results, we get the Conclusion that the import structure of ourCountry Contributes a lot to the improvement of the quality of economic growth,while the export structure contributes little.In the summary part, this paper put forwarded some suggestions for theoptimization of our Country’s import and export structure on the basis of empiricalanalysis and the current situation of China’s import and export structure.
