Choosing The Supplier For Emergency Supplies Based On AHP/GRAP/Linear Programming

In recent years, the frequent occurrences of natural and accidental disasters have caused enormous personnel casualties and loss of properties to our nation, from the SARS、 Wenchuan earthquake to EMU crash incidents. These emergency events could cause a large quantity of emergency supplies, acting as the basis for solving problems such as emergency rescue, health and disease prevention, after-disaster reconstruction, and in order to avoid disasters from expanding. Therefore, the security of emergency supplies as a key sector of emergency logistics has a direct effect on the final results of emergency management. Choosing the appropriate supplier as a key sector for emergency supplies, so how to quickly and efficiently determine the appropriate suppliers has great realistic and theoretical significance for protecting emergency supplies, and improving the efficiency of emergency logistics.Through summarizing the domestic and foreign researches of emergency management, we find that there does exist many problems in our emergency supplies management:At present, there has not yet formed a comprehensive and evaluation index system and a scientific selection method; No matter domestic or foreign professors, most of their works focus on the concept of emergency supplies, categories and distribution and seldom study how to choose the suppliers of emergency supplies and never come up any idea of evaluation index. So based on the reasons we mentioned, establishing an effective supplier selection model of emergency supplies is the urgent problem.The first part of this paper introduces the research background, significance and innovation, and summarizes the researches of emergency management and supplier selection. The second part introduces the emergency logistics theory and emergency supplies theory, it lays basis for further research, and analyzes the special characteristics of choosing emergency suppliers, and compares existing methods of supplier selection. The third part constructs a suitable supplier selection index system for emergency supplies, which is according to the characteristics of emergency supplies and the principles of establishing supplier selection index system. The forth part focuses on studying the methods of emergency supplies supplier selection, utilizing the combination of Analytic Hierarchy Process and Gray Relational Analysis Process and linear planning method to establish supplier selection model for emergency supplies. It can offer a scientific reference for choosing appropriate supplier. Finally, to demonstrated the feasibility of this model, the paper applied it to select appropriate supplier as a case.
