Study On Coal Geological Exploration Engineering Project Supervision

Based on the theory and practice of the supervision of coal geological project and adetailed supervision example of a coal project in Inner Mongolia, a brief description ofthe basic theory of coal geological exploration project supervision, as well as its historyand present development status in China is given in this paper. Meanwhile, someproblems existing in certain important links such as the signature of entrusted projectsupervision contract, the scheming and confirmation of supervision plan, theconfirmation of supervision content, the use of supervision method, the review of thefinal supervision report and the definition of supervision results are also analyzed anddiscussed. These problems mainly include: the inexact signing and negative performingof the contract by the entrusting unit and the supervision unit, some of the entrustingunits confirm the supervision plan by a simple assessment, the supervision content isnot comprehensive, lacking of the supervision of project fund, some of the supervisionmethods are improper or not in place, the reviewing of supervision report is inconsistent,with some entrusting parties using assessment to evaluate the supervision report.Besides, the problems also include how to define or evaluate the supervision results aswell as industrial management and technical standard, etc. Through analysis anddiscussion of the aforementioned problems from different perspectives such asprofessional skill, management system, legal basis and marketization operation, etc., apreliminary understanding is obtained as follows：adhering to the market orientation andspeeding up the development pace of the supervision industry, following market rulesand insisting on a third-party supervision, content of supervision should be concretewithout ambiguity while supervision methods can be flexible and further explored.There are malpractice in the entrusting unit’s review and acceptance of the supervisionreport, supervision results should not be limited within the supervision report, and howto examine and evaluate supervision results comprehensively and objectively is to befurther studied. Coal geological exploration and exploration project supervision shalladopt market principles simultaneously,the government departments concerned aresuggested to develop national industrial standards for the supervision of coal geologicalexploration engineering to further standardize and perfect the supervision market.
