In recent years, with the growth in demand of the development of marine resources,offshore equipment has became the key to restricting the offshore oil and gas resourceutilization capacity. A series of national policies were introduced, China’s offshore equipmentmanufacturing enterprises to enter a period of rapid development. Some phenomena ofparallel multi-project, project planning arrangements are not reasonable, low productionefficiency, network planning change frequently and easy project tardiness widespread exist indomestic offshore equipment manufacturing enterprises which is discovered through theresearch. To solve these problems, a typical offshore equipment, jack-up drilling platform wasselected as research subjects, and the jack-up drilling platform multi-project schedulingoptimization techniques were studied, in order to improve the management capacity of theenterprises.Firstly, the domestic and international research situation of the offshore equipmentproject schedule management at present have been analyzed, then the project schedulingoptimization techniques were studied; through the combing analysis of the jack-up drillingplatform project business processes and plan management, aimed at the five-class planmanagement, a hierarchical network planning model of jack-up drilling platform project wasestablished, and a analysis of the model was given; two types of jack-up drilling platformproject schedule problems which are duration optimization problem and resource levelingoptimization problem in multi-project scheduling was given based on the existing research. Asolution based on simulated annealing hierarchical genetic algorithm (SAHGA) was proposedfor the first problem, another solution based on immune genetic algorithm (IGA) wasproposed for the second problem, the examples for two solutions and analysis of algorithmsresults were given which combined with the actual production of the jack-up drilling platformproject.Finally, a prototype system for jack-up drilling platform project scheduling managementwas designed and developed based on Wabacus. Combined with the actual production, theformer presented optimization model and instance were achieved in the system. The resultsshow that the duration of the project can be shorted and the resource leveling in the project cycle can be balanced after the scheduling optimization. And the production efficiency of thejack-up drilling platform project can be raised which is significance for future development.
