Natural disasters are restricting human economic and social development of theimportant factors. According to the UN Meteorological Organization statistics,meteorological disasters accounted for60%of the total number of natural disasters, theproportion of up to70%in China. Hubei province is one of the meteorologicaldisaster-prone and the hardest-hit provinces in China,from1949to2000,52years, atotal of425cases of severe weather disasters,an annual average of8. Because of theinfluence of the geographical position, Huangshi each year due to heavy rains triggeredfloods and landslides and other disasters caused huge economic losses, and evencasualties.In the weather disasters, the sudden strong severe weather during small-scale andshort life cycle is difficult to forecast and prevention, thus causing great loss.Meteorological service experience shows that if you can predict in advance theoccurrence of severe weather to allow the public access to accurate weather warninginformation timely, in the event of weather disasters, the possibility to take correctiveaction will increase.Currently, Hubei province has established a detection network by the Dopplerweather radar, satellite, automatic weather stations, lightning detection network andGPS/MET system,and formed a relatively complete mesoscale observation data.Huangshi severe weather warning assist system uses C++builder2009forsoftware development, integrated use of the SQL database query technology, graphicstransparent panel display technology, voice processing technology, SMS AT commands,multi-process technology, etc. Realiztion of the huangshi automatic stations, regionalautomatic weather stations, real-time radar echo intensity, real-time satellite cloudimage brightness temperature scanned, and according to pre-set thresholds, the systemmonitors real-time maximum wind speed, maximum wind speed, hour rainfall,minimum visibility, hours maximum10min rainfall,10min temperature amplitude,10min pressure amplitude, radar echo intensity, satellite cloud images brightnesstemperature and other data, and then logical judgment, given the pop-up window text,voice, SMS and other reminders. The system help weather service personnel mobilizeall meteorological monitoring and meteorological data collection distribution tool to track, monitor their development trends before the advent of strong convective, andtimely and accurate rapid response for disaster prevention and mitigation win precioustime and reduce weather losses caused by disasters.February2011began the development of the system, huagnshi observatory beganto try this system in Decembe, in March2012, collected using feedback to revise andimprove the system based on opinion. The system for carrying out practical work in thebusiness severe weather warning and service has played a good role in early warning.For example, in July2012from8to14, Huangshi appeared continuous heavy rainfallweather process, the system issued SMS alert message more than20times, sound andword remind517times, accurately detect every heavy precipitation process.Accordingly duty forecasters timely analysis of weather and publish warning signal7times,4times short warning, forecasting and decision-making services to provideimportant weather information.
