In order to improve the management level of Changchun city landresources,realize new leap of land and resources management, clear and intuitivereflect urban surface, the ground and underground space of land and resources of landuse status, integrates land purchase, land examination and approval, batch afterregulation and geared to the needs of social services for the integration of3d cadastremanagement information system. Between December2009and April2012, lasted twoand a half years time, changchun3d cadastre database project integrated use of laserradar scanning, oblique photography, laser spot YunJianMo, virtual simulation,database management, and other technical means, complete the changchun city areaof350.9square kilometers of3d cadastre database system construction; A total ofmore than1200laser point cloud data,1300003d model is established, form10.4million floor texture information, data volume of more than1100G. For theestablishment of the "digital changchun" lay a solid foundation.In this paper, the main expression to build urban3d simulation model of dataproduction method and the modeling process, and changchun city3D cadastredatabase application system development module. Through different housing structurebased data acquisition methods and the original application, in detail elaborated theaerial photography collection method application in the actual production process, it isthe main source of the project data. And airborne laser radar scanning, and obliquephotography technology, the way of3d modeling is their technology advantage is fast,high precision data source, but for the later data filtering technology demand is higher,the data quantity is big, so in the actual production work only as a complementarytechnique to apply. In order to make a beautiful3d model, this paper also expoundsthe texture of the model. Including field personnel gathering specification, filmingrequirements for building model appearance; On the photo processing methods, toachieve the technical specifications, texture naming rules. With these data and texture processing technology, we can get3d model of the real, beautiful.3D cadastre database system in Changchun using component GIS developmentmode, development of application system under the WINDOWS operating system,choose the Visual Studio.NET (C#) as development platform, using ArcGIS Engine10components developed for secondary development, for the database andmanagement function of GIS support. Its function can meet the demand ofgovernment departments, to realize3d cadastre data browsing, query, managementand analysis, etc.
