The conflicts between economic, social development and resources, environment have become increasingly prominent. With the improvement of public environmental awareness, the water quality and water environment put forward higher requirement. Water resources and environment problems in our country have become the main bottleneck factor of social and economic development. Therefore, in water environment management and pollution control planning is a basic task to improve the water environment, water saving, maintain river basin of social and economic sustainable development. Because of the water environmental system exists in complexity and uncertainty, the traditional management planning method and model being challenged. Therefore, this paper is aimed at the analysis of uncertainty and complexity of river basin water environment system. Uncertainty optimization method is proposed to water environment management and pollution control planning. In this paper, a simulation-based interval quadratic programming method is developed for river water quality management, where uncertainties and nonlinear are employed in the model; based on point/non-point source pollution, pollution control technology and uncertainty optimization method analysis, the effluent trading model is developed for supporting water basin pollution control planning. The results indicate that uncertainty optimization method of water quality management is analyzed under two scenarios and three criteria, and the results are valuable for helping decision makers to generate alternatives. The effluent trading model is applied to point and non-point pollution sources control, and provide effluent trading rate under uncertainties, so as to obtain an optimal strategy for economic development and pollution control planning.
