This articl analyzed on sustainable development of Wuhai city which was between Ordos Plateau and Arras Desert Steppe from two aspects of the ecolgical footprint and ecological safety based on ecological footprint analysis.Studies have shown that:(1) The per capita ecological footprint of Wuhai city significantly increased, which was the highest in the leagues and cities and exceed the average of the Inner Mongolia Autonomous Region.The per capita ecological footprint of Wuhai city increased4-fold from8.4327hm2in1999to32.4253hm2in2009.The rapid growth of fossil energy land ecological footprint played a leading role in the growth process of ecological footprint of Wuhai city.(2) Due to continued expansion of construction land and woodland, the per capita ecological carrying capacity of Wuhai City weakly increased from0.2708hm2in1999to0.3600hm2in2009instead of decreasing, however the speed of growth of ecological carrying capacity is far less than the speed of growth of the ecological footprint.(3) In study years the performances of Wuhai City’s ecological deficit/surplus were ecological deficit which was8.1620hm2in1999and32.0653hm2in2009, the ecological deficit growed year by year.(4) Ecological pressure index used to evaluate the pressure of the economic development to the ecological environment, the higher the index, the greater the pressure, the higher the degree of insecurity. From1999to2009, the average ecological pressure index of Wuhai was1.58, and the characterization state was very unsafe.(5)We used the ecological diversity and systerm development capability index to evaluate the degree and capacity of sustainbale development, the higher the ecological diversity index the higher the degree of sustainable development, the higher the systerm development capability index the higher the capacity of sustainable development. Compared with the Autonomous regions, Wuhai’s ecological diversity index and system development capability index were lower, the former decreased year by year and the average for many years was0.1595, the latter increased year by year and the average for many years was2.7202.With the stimulation of industrialization and urbanization ecological deficit continued to increase, the fossil energy land ecological footprint dramatically increased and grassland ecological footprint followed by. The rapid growth of fossil energy land ecological deficit represented that the demand on fossil fuels significantly increased, leaded to overexploitation of coal resources and then exacerbated the deterioration of ecological environment.
