Study On The Perfection Of Stimulation Mechanism Of Circular Economy

With China’s rapid economic development, more and more environmental problemsstarted to emerge. Air, water, soil pollution and waste of resources due to raw materials,energy shortages have begun restricting the sustainable development of China’s economy. Tosolve this dilemma, China introduced the cycle of economic policy, trying to break throughthe bottleneck of resources and energy through the development of circular economy, solvethe increasingly serious environmental pollution, so as to promote environment-friendly andresource-saving society establishment. Circular economy has been developed at theinternational level for many years, theory and practice are more mature, and the circulareconomy in China is still in its infancy, especially in practice, the results are unsatisfactory.China’s development of circular economy is difficult，main reason is that the incentivemechanism is not perfect, the lack of appropriate legal provisions in the legislative level ofincentives, value punishment and belittle incentives in the level of incentives, lead to thedevelopment of circular economy is poor. Therefore, China should focus on improving theincentive mechanism of circular economy, foreign excellent experience, combined with theirown national conditions, to establish recycling economy with Chinese characteristicsincentives, so as to promote the effective use of resources and energy, to achieve sustainableeconomic and social development.This article will improve the cycle economic incentives primarily through theimprovement of law, through in-depth study of circular economy connotation, in principle,summed up the general laws of the development of circular economy, and then analysis of theexperience that developed countries developed recycling economy, and combined withChina’s specific national conditions, give advice and suggestions about perfect China’scircular economy incentives in legal aspects. The focus of this study is to improve the circulareconomy incentives recommendations, after proposed the perfect principles and academicdebate of the cycle economic incentives, it is recommended to improve circulation economicincentives from the two aspects of economic means and non-economic means, economicinstruments including taxes, the price mechanism and green credit system, non-economicmeans including to step up publicity and emphasis on technology research and clear legalresponsibility. This article advanced creatively to clear the rights and obligations of the greencredit, focus on strengthening the rights of businesses, to set up the right to know, the right toreport, by changing the unequal status between businesses and governments, banks, perfectgreen Credit Policy.
