In the environment of China’s rapid economic development,the rapid growth of theurban population as well as cities in the enhancement of the socio-economic activities,residents also put forward higher requirements for the shortcut, comfort and convenience intravel. With urban motorization rise at the same time, the municipal transportation also day byday aggravated the burden of environmental pollution. Is exquisite regarding the Israeliscenery, environment attracts the tourist city of tourist pleasantly, the municipal transportationnot only need satisfy the traffic demand of residential and tourist, but must reduce theenvironmental pollution.. In this context, how the level of transportation with traffic raisedhigher requirements to meet the tourist city has practical significance.This article first analyzes the municipal transportation plan, the journey structure, thetransportation technology, the traffic control to the low-carbon transportation influence,proposed develops the city low-carbon transportation core content. Then has analyzed the trippurpose, the running time and journey is away from, expense and other internal factor andurban economic development level and urban resource and environment and communicationsinfrastructure and municipal transportation policy and other effect of external factors ontransportation way gradation, combining tourist cities travel tourism population characteristics,put forward the theory of equivalent population. Then uses the qualitative method analysislow-carbon pattern transportation way structural optimization principle, the quantitativemethod analyzes various transportations way gradation proportion bound and the optimizedmodel, combined with optimum conditions for low carbon transport analysis of thedevelopment objectives and constraints, with uncertainty theory to provide a transport-leveldistribution model, and using the analytic hierarchy process determined various targets weight,the transportation appraisal weighs and appraises the model the feasibility. Finally to thegeographical position, the transportation basic situation and the existing problem Sanya hascarried on the detailed elaboration, quantitative analysis of the passenger traffic and marketshare of Sanya City, features and characteristics of the trips for passengers, as a basis for theSanya City transportation grading model based on low-carbon background.
