Research Of Public Voluntary Participation Mode In The Management Of Municipal Solid Waste

The problem of Municipal solid waste is the most important environmental issue of the21stcentury, and the disposal of municipal solid waste is one of the most promising industries also, thelevel of MSW management has become an important symbol for measuring the degree of urbancivilization and modern society, as well as manager’s environmental awareness in a city and evena in country.The developed countries was able to promote the reform of the management of MSW in theearly20th century, the United States is one of the most successful who achieved on wastemanagement reform, Japan was committed to developing public consciousness while Finland wasfocused on competition and cooperation of the government and private sectors. With the furtherdeepening of reform and civic forces was enhanced, more and more countries began to exploreand implement the public participation mode in management of MSW, and hope to improve thelevel and condition of the government ’s management of MSW through the power of citizens.thereform of MSW management in China started lately compared to Western countries,In1992, theintroduction of a policy which is about solutions with MSW problems began to emphasize therelevant units of organizations and individuals apart from the government can sharing the duties ofMSW management,and after20years of development, our MSW management has improvedcontinuously as well as the level and awareness of public participation in the management, but ourpublic participation mode was now being in the started period stage of cooperative mode ofparticipation in the MSW management which has still not yet matured, compared to the maturityof public participation model of MSW management in Western countries,we are not only needfurther guidance and support from the government, but also require the joint efforts andparticipation of the public.This paper adopts a comparative analysis, document analysis and other methods, followwith the analysis from the general to the particular and the domestic to foreign, and aims toexplore the problems of the model in the management system, the modalities of participation andcivic awareness from the public participation mode of MSW management, and tries to solve themin those three aspects which can be benefit for the improvement of the public voluntary participation mode of MSW management and the objectives of reduction, reusing and recyclingin our country.
