In recent years,with Municipal Solid Waste(MSW)productions surging and “Junk Besieged” situation becoming grim day by day in China,how to improve the related management is an important issue of urban governance.In practice,the Municipal Solid Waste Management(MSWM)as a kind of public welfare has been mainly provided by the government,which increasingly exposing many problems in the process.It is inevitable to transform the traditional and rigid management model of government to construct modern governance model suitable for national conditions.The theory of Public Governance,which was born in the 1990 s,is universally focused by scholars with unique value charms.The basic idea of realizing good governance of public affairs through consultation and cooperation of multi-objective provides a new theoretical reference for the current management of MSW in China.From the perspective of Public Governance,this paper puts forward a public governance framework of governance goal,governance subject,governance object,governance means and governance effect on the basis of expounding the theory of Public Governance.According to the framework,this paper analyzes the MSWM in Beijing.As a typical city,Beijing has become a waste collection and disposal system dominated by government departments and supplemented by market players after the reform of sanitation service market and enterprise management.Significant achievements have been made in publicity and technology investment of waste reduction and classification,promoting the construction of renewable resource recycling system,waste transportation and treatment facilities,which reflecting the advanced idea and development direction of municipal solid waste in China.But overall,the MSWM in China is still at the initial stage.At this stage,whether in theory or in practice there are many problems need to be solved.In the governance goal,the three goals' concepts are unclear and the primary goal is outdated;in the governance subject,the participation of social forces is not sufficient and the government duties are not clear;in the governance object,the connotation of MSW is ambiguous,recyclable garbage and food waste are not taken seriously;in the governance means,the legal system is lack of operability,the structure of treatment facility is not reasonable;in the governance effect,the source generation,intermediate collection,transport and terminal disposal have little effect.In order to solve these problems,this paper puts forward the basic idea of Municipal Solid Waste Governance under the background of adapting to the deepening of market economy and the rapid development of circular economy.The governance model of “dualtrack systems—three processes—multiple subjects” is that in dual track systems of native waste collection and disposal and renewable waste recycling,multiple subjects such as government,market and society use their own unique advantages to systematically manage municipal solid waste in three processes of source generation,intermediate collection and transport and terminal disposal.In this direction,this paper integrates management advices on the basis of five issues and puts forward the specific path,such as clear governance goal through defining the three goals,determining the resource as the primary goal,and increasing human goal;reform management system through constructing double-track system and adjusting management agencies and responsibilities of the city government;improve the operating mechanism through establishing cooperative governance mechanism and systematic operation process,implementing integrated operation and supervision mechanism;and construct the evaluation system through designing evaluation index of source generation,intermediate collection and transport and terminal disposal phases.
