Public-Private Partnerships For Municipal Solid Waste Management

With China's continuously developing economy,accelerated urbanization and drastic increase in urban population gradually improve the cleaning-up amounts of municipal solid waste(MSW)year after year,which can be expected to make new requests to garbage disposal capacity.Currently,the ability of household waste disposal has not kept pace with the speed of urban development,and it remains widespread in China that garbage besieges the cities.Consequently,there is a huge gap between what we do and the principle of “reducing quantity,” “harmless' ' and “reclamation.” The capital investment in waste removal facilities and garbage disposal services has increased over the years,leaving the government overwhelmed.It is,therefore,a challenge for household refuse disposal: how to improve the quality and efficiency of waste removal services,while easing the financial pressure on the government.PPP(Public-Private Partnerships)is considered being an important way of dealing with problems of this kind.It can not only help alleviate the financial burden on the government and reduce the investment risk through absorbing social capital to invest in household refuse disposal,but also improve the quality and efficiency of waste removal services by introducing advanced technologies and management experience.It is necessary and feasible that applying PPP model to MSW disposal.This is because it can achieve win-win solutions in the cooperation between public and private stakeholders,as well as the integration of economic,social and environmental benefits.As a new style of investment,it is still in the initial building phases that applying PPP model to MSW disposal.In this process,meanwhile,some difficulties need to be overcome by joint efforts of the government,enterprise,society and citizens.By reviewing a large body of literature,this paper studies the application of PPP model in MSW disposal.Besides,this work,based on the combination of the theory and practice,provides the targeted observations and recommendations regarding the application of PPP model in MSW disposal.This article has seven chapters,which are organized as follows.I begin with a chapter to introduce the research background and significance as well as the research methods and research ideas,regarding the application of PPP model in MSW disposal.The first part also reviews the related literature.Chapter 2,as a strong theoretical foundation of this paper,provides a description of relevant theories regarding MSW and PPP model.Chapter 3 studies and discusses the feasibility and necessity of introducing PPP model into MSW disposal through a combination of public product theory and project distinguish theory.The research development and the current questions regarding the application of PPP model in MSW disposal are analyzed in Chapter 4.In Chapter 5,I choose a representative environmental friendly company that introducing PPP model into MSW disposal—Wei Ming—as a case study.To summarize successful experience while rethink shortcomings,this part analyzes the developing process,development characteristic,PPP model,strengths/successes,dilemma /difficulties faced by the focused company.Based on the analysis above,Chapter 6 puts forward enforceable suggestions for the government and the corporations to realize the healthy development of the application of PPP model in MSW disposal.Chapter 7 concludes and discusses extensions and further research.
