Study On Problems And Countermeasures For Municipal Solid Waste Governance(MSWG) In DongGuan City

With the developing of human society, people’s living level is improving constantly, material products become increasingly abundant, the sorts and quantity of waste are growing fast, posing a serious threat to the environment for human living and developing. According to a survey, the problem of environment and health has become a theme that the people of all over the world pay most attention to. The level of MSW management has become an important symbol for measuring the development level of economy, science, technology, as well as the degree of culture and civilization in a country, a city or a region. Since the implication of policies of reform and opening to the outside world, the scale of urban has been getting bigger and bigger, the traditional management mode has couldn’t meet the demands of the MSW disposition.In fact, the source of MSW that influences widely is complicated, relating to all aspects of the social. If only depending on the power of the government, it will be difficult to solve the problems of MSW thoroughly. The focus and participation of public is of great significance, that is not only beneficial to reducing the cost of government management but also important to the governance effect of MSW. The successful experience of leading developed countries and cities abroad confirms that collaborating multiple subjects to participate the governance can achieve great effect. The participation of public and private sector has become the internal requirement and trend in the governance and development of every country. However, in today’s China, the public doesn’t play an important role yet. Therefore, under the government’s leading, how to make the public participate the governance of MSW effectively, strengthening the interaction and cooperation between the governance and the public, achieving double win, not only has important academic value, but also strong practical significance. MSW management should not only be a simple technical problem or an environmental protection problem, but also be a governance problem that needs to be researched comprehensively and deep.The paper includes five parts, as follows:The first part is preface. This part mainly introduces the purpose, practical significance and researching content of the dissertation, summarizes the progress on the study of MSW governance, along with the structure, research methods and innovation of the dissertation.The second part mainly defines the related concept and introduces the theory basis, defining MSW and introducing governance theory and citizen participation theory, analyzing the connotation and reality necessity of MSWG.The third part analyzes the current situation, existing problems and reasons of the MSWG in DongGuan city. Firstly introduces the general situation of the city. And then expounds several problems such as garbage disposal ability insufficiency, imperfect supervision mechanism and so on. Finally, analyzing the causes:the government’s leading role is absent; compulsory measures is insufficient; the market competition mechanism isn’t put into fullplay; the power of public participation is ignored, the power of nonprofit organizations is weak and so on four aspects.The fourth part draws lessons from MSWG experience of several domestic cities and foreign developed countries (Germany, Denmark and Japan).The fifth part analyzes countermeasures about promoting the MSWG in DongGuan city, which is the core part of the dissertation. Aiming at the above mentioned problems, cause and lessons drawing from developed countries, this part gives countermeasures in four aspects: strengthening the government’s leading ability, improving the market competition and supervision mechanism further, promoting the public power to participate in the MSWG, and explore the ways to promote the development of non-profit organizations. The four aspects of countermeasures can be benefit for the improvement of MSWG in DongGuan city and promote constant reformation, improvement and development of MSWG.This paper tries to make innovations in following two aspects:the first, on the basis of the governance theory, analyzing of the connotation of MSWG comprehensively; the second, studying on the problems and countermeasures for MSWG in DongGuan city has some originality. But because of my knowledge is limited, some problems still need further research.
