The birth of environment risk assessment (ERA) signs the important transition of environment protection strategy, and it can forecast and manage the risk prior to the accident, which could reduce the probability and harm of accidents. Due to the production particularity of emulsion paint once the accident happened, it often caused much property loss, casualties and environment pollution, the consequence was very serious. Therefore, it is necessary for the study on the ERA of emulsion paint industry.The paper first describes the actual situation of Guangxi Biaopai Paint Co., Ltd. oily polyester paint production projects, and found that the main risk of this project accident risk identification xylene leak, contamination of material fires and explosions, while running in normal statewhen no adverse effects on the local atmospheric environment, environment, groundwater and surface water environment. Then the source of risk analysis, impact prediction and risk assessment work has found that the storage tank area xylene leak distance of558m; storage tank area blasting accident occurre causing casualties, maximum distance is218m. According to the analysis of the external environment, the distance from the project sensitive to823m, is much larger than the extent of the leak and explosion of the project storage tank area, the less impact on sensitive points. Therefore there are certain risks of the project, but the risk of the project is environmentally acceptable level, the project’s risk prevention measures are feasible.Through a series of preventive measures, prevention and mitigation of accidents and reduce accidents on the surrounding environment and human health hazards.
