The Research On China's Local Government Management Of Environmental Crisis

Ever since entering the new century,the rapid change of weather and the excessive human activity lead China to frequent natural calamities.The over centralized population and resources also increases the loss in personal casualty and economy when various environmental crisis breaks out.At present,environmental crisis has already become a great threat to the country's public safety.Therefore,researches on how to deal with environmental crisis have been a very important task of the country's public management.Local government is the first to bear the brunt whenever an environmental crisis breaks out.However,the local government,being the most fundamental unit in dealing with environmental crisis has not yet formed the theoretical system and performance guidance in front of the specific sophisticated and long task.The local government's level in dealing with such crisis still needs improving.Therefor it is of vital importance to set up a reliable system in coping with environmental crisis.This thesis applies the theory of economics,politics and management.On the basis of our domestic condition in people and society and after the study of related achievement in countries both home and abroad,this thesis respectively tells the management condition in environmental crisis,the problem and reason in managing environmental crisis and some good ideas to improve the government's ability in dealing with the crisis.At the present,China is in the middle of reform.Many things can lead to the breaking out of the environmental crisis and the special condition in society and people also gives the crisis some new features.On the local government level,only by systematical study and summary can the local government master the laws of coping with the crisis.At present,China's environmental crisis high,this is a test of our local government in environmental management also requires local governments to establish appropriate environmental crisis response management system.To achieve this goal,the Chinese government needs to continue to learn from other experienced in the management of the national environmental crisis,of course,on the basis of foreign experience should also be combined with China's actual situation,continue to strengthen the sense of crisis,change the backward management mode while gradually improve environmental crisis management system.For local governments,the environmental crisis handling,and other aspects of integrated management to resolve are important responsibilities of the government and should become a routine work of the Government.For an effective response to the environmental crisis and scientific management will help to improve the management level of government to further promote the building of a harmonious society.This article closely with China's national conditions and stage of social conditions,the environmental crisis management of local government placed great social background,research practical and feasible countermeasures high.Speaking from the research subject,the paper abandoned the blind pursuit of high-level research and macro research practices,as the micro-local government as a research subject,focusing on its initiative active role in environmental crisis management;research methods,this paper selected Tianjin bombings as the representative of a typical case recently,through case studies,discusses the current situation of local government environmental crisis management,then analyzes the limiting factor.Finally,the optimization of local government environmental crisis is feasible path.On the whole,progress in fighting with the crisis has already been made in various local government,which decreases the losses,raises the image of the government and wins people' and international's opinion.Even though the government has made some progress in the management of environmental crisis,it has to realize that many problems and questions are still there in this area.For example,the lack of guard awareness,comprehensive coordinate mechanism and professional personnel.Therefore,the supporting system is incomplete and the decision-making lacks efficiency.All above severely constraint local government's management ability and management level in environmental crisis.Aiming at managing environmental crisis this thesis proposes the fowling suggestions: carrying out crisis education to enhance to society's counter-crisis ability;improving the level of legalization to complete the laws of environmental crisis management;transforming the government's function to construct the high efficiency crisis management system;Emphasizing on working in cooperation with a due division of labor;Insisting on managing the environmental crisis in a scientific and professional way;Last but not least,cultivating professional personnel of environmental crisis and calling on the public to join in the management of environmental crisis.This thesis contains five parts which respectively tells the problem in environmental crisis of the local government.The forward tells the meaning and background of the theme,the condition and trend of the research in environmental crisis both home and abroad,the contents and method,the creative thinking and the questions remained.The first part gives the explanation of the concept and introduces the theoretical base.The second part analyses several environmental crisis in China(mainly the blast in TianJin)to reveal the problems in coping with environmental crisis.The third part briefly describes the best practices of foreign local governments in environmental crisis management.The last part brings up suggestions for completing local government's mechanism in managing environmental crisis.
