With the development of society and economy, environmental problems in China have become more and more severe and blocked the progress of our country. As one of the most important basic elements of environment, water environment is in dangerous and being paid more and more attention. But now there are still many problems on total water waste load allocation technology and the course of water pollutant control is being decelerated. So Chinese Academy of Environmental Planning put forward an idea of using Gini Coefficient which is used in economics in environmental area to evaluate environmental fairness. Based on what others have done, Environmental Gini Coefficient, a new conception brought forward in this article, is used to carry out fair allocation.First, theoretic background (The conception and sort of environmental fairness, relationship between environmental fairness and environmental efficiency, and the unfairness in right environmental system) is all detailed discussed. Essentially, environmental fairness is a social problem and the cricital problem in all environmental problems.Then, Gini Coefficient which is widely used in economics is introduced to environmental area, forming a new conception of Environmental Gini Coefficient. By extensively researching the differences between environment and economy and considering the factors in environmental area, the main control indexes, algorithm, and process of the method of Environmental Gini Coefficient are established respectively according to the principle of fairness, simpleness and easy to operate. At the same time, the software for calculating Environmental Gini Coefficient was developed with different algorithms and calculating processes in different situations to make the calculation more easily.At last, this method is used in the eleventh five-year planning of water pollutant control in Tianjin of Haihe River. Compared with the status of water pollutant control in each area of Tianjin, the result got by this method can help solving the problem of environmental fairness properly based on the situation of each area, achieving the goal of total pollutant control firstly.All in all, this paper advances a new idea for water pollutant control and obtains some productions on main control indexes, algorithm, technical process, calculation method and software, which is the foundation of the following work.
