With the development of society and economy, environmental problems have been more and more severe and blocked the progress of our country. Water environmental capacity resource is increasingly rare, as it was polluted most severely, the rational allocation of the rights to use it has become a very important difficult problem theoretically as well as the key and difficult point of the future environmental protection work. Now there are still many problems on total water waste load allocation technology and the course of water pollutant control is being decelerated. So that the task is to build a feasible model of the total waste load allocation in the consideration both to efficiency and equity.First, kinds of present models of water environmental capacity allocation are all detailed introduced. The characteristic of allocation models on the principle of efficiency and equity were discussed separately. So are the restrictive qualifications and factors determining these characteristic. The research purpose was confirmed that is to build a new easily-handled allocation model giving attention to both the two principle, and can be accepted by the pollute-units largely.Then, allocation control indexes were chosen for Area-allocation-model and Industry-allocation-model. According to the three principles of environmental bearing, environmental resource utilizing efficiency and environmental equity, the most COD let-out allowable by water resource capacity, COD let-out per ten thousand Yuan GDP and Environmental Gini Coefficient of popularity to COD of the sections and counties were chosen for the Area-allocation-model. COD let-out per ten thousand Yuan production value and fresh water used per ten thousand Yuan production value were chosen for the Industry-allocation-model.Third, Area-allocation-model and Industry-allocation-model were built. Especially, for the Area-allocation-model, an ideal allocation model restricted to environmental capacity at a specified future date and another allocation model restricted to environmental capacity in the near future were built separately.At last, this model is used in the total waste load allocation in Tianjin. The outcome shows that the model is feasible, the indexes optimized of environment, efficiency, equity were better than actuality in the area pollutant allocation. In the industry pollutant allocation, the outcome shows more load of minify quantity was allocated to those industry of paper making and chemical fiber making that the COD let-out per ten thousand Yuan production value is bigger than others, only several severe polluting industry get centralized control. Also it was shown that water resource utilizing in Tianjin was nearly saturated. Production technique level should be raised in order to reduce COD let-out per production value if we still pursue the goal of both raising the industry product value and reducing the pollution.In a word, this paper advances a new thought of water total waste load allocation model. After choosing several indexes, planning corresponding technical method, it gets some production that provides scientific theory gist of Tianjin total waste load control and putting out of the emission license, and shows some reference value on consummating the pollutant gross allocation technique, which is the foundation for the research go-deep-in.
