The development of society leads to the improvement of life quality of humanbeings. In the meantime, it also causes climate changing problem because ofemissions of carbon dioxide and other gases produced by human activities. Peoplefrom all over the world attach more and more attention to this problem. Moreover,Kyoto Protocol gives rise to the development of low-carbon highway since it wascarried out at February16th2005. It is the first international law about limitinggreenhouse gas emissions in order to keep the content of greenhouse gases at theproper level for preventing the tragedy that the humanbeings were harmed by the bigchange of climate.The development of economy rely on the development of highway.None a doubt, the low-carbon highway were given a whole new field under thebackground of low-carbon economy.Road has many sources of carbon emissions. Enormous greenhouse gas such asCO2, CH4and N2O is produced in the process of burnning the fossil fuels; Meanwhile,the emissions of the CO2is growing year after year. For example, the CO2emissionsfrom the road in the year of2008is respectively24.2%and93.2%more than theemissions in the year of2005and2000. In other words, it is the development oflow-carbon highway that is the key to lower-carbon no matter from the view ofenergy consumption or carbon emissions. Under the background of global warming,the research of low-carbon highway can produce social impact and practical guidance.It will assuage the greenhouse effect, keep ecological balance and realize thesustainable development of human beings.It is in the context of global warming. It starts with highway mileage, carpopulation and energy consumption of road transportation. The need for low-carbonresearch is also analyzed explicitly. Moreover, the significance of establishing carbonmeasurement system during the road operation stages based on its necessity isanalyzed. Furthermore, the carbon emissions measurement model and carbon sequestration estimation method by discussing its influence factors are established.And then the model is verified by in-situ test and the corresponding softwares isproduced for simple calculation. At last, the emissions of a road is assessed using theabove models.In the end, the shortcomings in the research are analysed. It lays the foundationfor the development of lower-carbon highway in the future.
