Water Pollutant Emissions Trading Exploration

With the continuous deep developing of industrialization and urbanization, the contradiction between economic development and environmental resources has become increasingly prominent. In China, the world ranking of total pollutant emission keeps high. The resources of environment are under heavy burden, especially for water pollution. As large-scales water pollution occur frequently, the crisis of water resources has become a threat to the sustainable development of China and the health life of people.As a new means of environmental economic policies for energy conservation, emissions trading is to achieve high efficiency of resource allocation through market mechanism under the conditions of total control of environmental capacity. Emissions trading has significance and role for promoting environmental governance. It not only coordinates the relationship between economic development and environmental protection, but also promotes industries to exert their initiative in pollution control and technological innovation. Thus, emissions trading makes cost minimization and the economic structure optimization realization.Until now, emissions trading of domestic water pollution is undeveloped. There are still many difficult problems in trading practice. Here we set out from the actual situation of emissions trading in Yangtze River Delta region to study the problems in the implementation of emissions trading through comparative analysis of theoretical research and practice. First, we elaborated the theory of domestic and foreign emissions trading to lay the basis for analysis and further in-depth study. Second, we made a comparison among the existing systems of environmental economy, which laying the foundation for the study of the advantages and disadvantages of emissions trading. Third, we studied the water quality trading in the United States to provide a reference for carrying out emissions trading and practical analysis in domestic. Fourth, we made detailed comparison and analysis on emissions trading of water pollutants to find out the problems and hindrances and make suggestions and countermeasures, which will provide reference for government to improve their environmental and economic policy.
