The phenomenon of water pollution is more and more serious, not only to affect thepeople’s living, but also to hinder the sustainable development of society and economy. Inorder to manage the current water pollution scientifically and reasonably, and realize theharmonious development of economy and environment, it has to compute scientifically theeconomic losses caused by water pollution. It is used monetary form to indicate its economiclosses severity, which is a basic work that makes a scientific decision and realizes thecoordinated development of the economy and environment. It calculates water pollutioneconomic loss for Hanjiang River in Xiangyang section, which helps people to realize theseverity of the water pollution quantificationally, and provide a powerful reference for thewater pollution control budget. It has important theoretical significance and practical value tomake environmental protection policy for local government, adjust the industrial structure,and innovate economic development model and enterprise management concept.This paper firstly discusses water resource value of Hanjiang River in Xiangyang sectionquantitatively through the establishment of the fuzzy mathematical model. It calculatesrespectively the water resources price of0.448yuan/t,0.198yuan/t,0.488yuan/t,0.388yuan/t,0.433yuan/t,0.584yuan/t,0.420yuan/t,0.587yuan/t,0.891yuan/t and0.777yuan/t from1998to2007in Hanjiang River in Xiangyang section. Then it is based on the shadow price andshadow engineering method to calculate the economic loss of water pollution in the period of1998-2007, they are respectively625million yuan,441million yuan,473million yuan,395million yuan,560million yuan,863million yuan,1.061billion yuan,1.236billion yuan, and1.492billion yuan. Finally, through choosing calculation of cross-sections and establishing acalculation of water pollution single dimensional water pollutants collaborative control model,the result is that reductions of CODMnare1574t/a,3247t/a and12713t/a, and reductions ofNH3-N are350t/a,329t/a and231t/a respectively in sewage draining exit of Da Mingquoutfall, Zha Kou outfall and Xiao Qinghe outfall on the main monitoring section in HanjiangRiver in Xiangyang section in2007. The rest of the outlet of CODMnand NH3-N emissions iswithin the scope of the permit. Calculation results show that:(1) The water pollution economic loss is a growing trendin Hanjiang River in Xiangyang section.(2) The Xiangyang part of Hanjiang River upstreammainly polluted by CODMnand NH3-N. Da mingqu outfall, Zha Kou outfall and Xiao Qingheoutfall need to decrease CODMnand NH3-N emissions.(3) Fuzzy mathematical model of thevarious factors that will affect the economic loss of water pollution that is natural, social, andeconomic and other factors included in the model, and considering the function of the use ofwater resources, economic ability and other factors, on this basis, the economic loss of waterpollution conforms to the actual.(4) It proposes some technical aspects of countermeasuresthat sewage concentrated treatment, water conservation, TangKu desilting and so on. It alsoproposes some economic measures that transformation of mode of economic developmentand development of ecological economy industry. Meanwhile it proposes some managementmeasures that strengthening the enterprise internal management, source of drinking watermanagement, the ecological environment safety management and environmental publicityand education management.
