Estimating The Shadow Price Of SO₂ For China's Industry

With the rapid development of economy since the reform and opening up of China,increasingly severe environmental problems are accompanied.To introduce environmental variables into the framework of economics research,scholars have done a lot of research on the shadow price of pollution emission or the marginal abatement cost.The shadow price of environmental pollutants has important applications in environmental public policy and green growth accounting.For example,it can be used by the government to be pollution emissions trading market pricing reference.Sulfur dioxide causes very serious harm to human and natural environment,we can see that the amount of sulfur dioxide emissions from industrial sources accounted for more than 90%of the total emission of sulfur dioxide in China.Therefore,in the study of China's sulfur dioxide emissions related issues,sulfur dioxide emissions in the industrial production process is the most important field.In the history of researching of pollutants,shadow price,scholars have put forward many different research methods,these methods can be mainly divided into two major categories of parameter methods and nonparametric methods,nonparametric methods includes stochastic semi-nonparametric data envelopment of data analysis(StoNED),this method is one kind of improved DEA method and it has the thought of stochastic frontier analysis(SFA),so it combines the advantage of parameter method and nonparametric method,in the field of research of pollutants' shadow price it has been widely used.This paper used stochastic semi-nonparametric data envelopment of data analysis(StoNED)to estimate the shadow price for sulfur dioxide of China's industrial production by using the relevant data of China's thirty provincial administrative units of industrial production and sulfur dioxide emissions from 2001 to 2014.It analyzed the difference and trend of China industrial sulfur dioxide shadow price by the two dimensions of time and space,and compared the shadow price before and after China's eleventh five-year plan.Finally,it got China's industrial sulfur dioxide average shadow price of 72.5 thousand yuan/ton from 2001 to 2014.And according to the above research results,this paper put forward some suggestions for the authorities.I hope that the research results of this paper will be helpful to strengthen people's understanding of the cost of environmental governance,and will play a positive role in the establishment and improvement of China's environmental policy and emission rights market.
