The Public Value Study On Urban Sewage Treatment Project

Along with the rapid economic growth and social development, the water pollutionproblem is increasingly serious in the urbanization process, the urban sewage collecting andprocessing has been increasingly on the government’s work schedule. Thus, to quantify andanalyze the public value of urban sewage treatment project, and to compare public value ofdifferent urban sewage treatment projects, not only can provide theoretical reference to theresearch of other public projects on the public value, but also can provide suggestions forgovernment departments and relevant participants.On the basis of the present situation and development trends of urban sewage treatmentproject, the costs and benefits of urban sewage treatment project and ecological benefit wereanalyzed respectively in detail, and the cost model and profit model were established, and theecological benefit was quantified as a model. Then the connotation of public value of theurban sewage treatment project was analyzed, and the index of public value was established,according to the four dimension of the cost, the benefit, the ecological benefit and the publicperception, the public value model of urban sewage treatment project was established. Finally,the "cost and benefit questionnaire of urban sewage treatment project" and the "public valuequestionnaire of urban sewage treatment project" were designed, according to thequestionnaires,3urban sewage treatment project were surveyed. In the view of the paper, theviewpoints and conclusions were got as the following:(1) Urban sewage treatment project was analyzed and discussed from the perspective ofpublic value, it not only can reflect the public recognition of urban sewage treatment project,and reflect the needs and expectations of the public, and generate a positive guidance forsewage disposal investment behaviors, but also provide important policy basis and referencefor the government functional departments and related units, improve the efficient use ofpublic funds and urban sewage treatment efficiency of the project.(2) The public value index of the urban sewage treatment project were extracted, andaccording to the four dimension of the cost, the benefit, the ecological benefit and the publicperception, the functional relationship was built up, then the public value model of urbansewage treatment project was established. The model not only reflects the project’s objectivefactors such as costs, benefits and ecological benefits, but also reflects the public service levelof the project and subjective evaluation of public expectations.(3) Based on the public value model of urban sewage treatment project, the "cost andbenefit questionnaire of urban sewage treatment project" and the "public value questionnaireof urban sewage treatment project" were designed, and three sewage treatment project wereinvestigated, then the public values were compared and analyzed, at last some advices andsuggestions were proposed.
