Qinling Valley-town Environmental Evaluation Index System Study

The township construction is the pivotal link in the process of urbanization, and is alsoa very comprehensive residential environment engineering.Due tothe low level ofdevelopment and construction, as well as natural ecosystems are increasingly fragile, thetownship quality of living environment is getting worse.Valley Township due to theinfluence of the valley basin topography, climate conditions and social-economic factors,environmental problems are particularly serious. However, in the field of construction havebegun to focus on environmental improvement and the improvement of the quality ofhuman settlements, but the evaluation of the township environment is a new subject.In this paper, from the Qinling Valley Township environmental survey start,respectively to the township of Qinling Mountains western, middle and Eastern topography,climate resources, population, economy and many other environmental factors were the firsthand data collection; analysis the environment characteristics of the villages and towns(including five aspects of climate, location, geography, resources, society economic);according to the different types of township industry classification of the township;summarized the environment problems in the class of villages and towns; and influence onthe environment factors were analyzed.Base on ecology, sustainable development, ecological economics theory, consideringthe township residence, ecological, social, economic and other factors,the theoretical basisof the environmental assessment, environmental assessment method and its suitability aswell as the related standards and regulations and theirreference were studied.Application of Analytic Hierarchy Process (AHP), expert consultation method (Delphi)to construct5aspects including living conditions, the ecological environment quality,infrastructure construction, public service system, the development of social economyenvironment evaluation index system of Qinling Mountains Valley township, main contentsinclude hierarchical structure of evaluation index system construction, evaluation indexweights and reference standard value determination. The Qinling typical Valley-township—xinyang township as a sample forevaluation, environmental evaluation index system established by the empiricalanalysis of the application, and proposed the corresponding ecological environmentconstruction.
