With the high pace of economic development of towns and villages, the environmental issues of these areas are becoming increasingly serious and the demand for environmental protection facilities is getting greater and greater. In recent years the central administration spends over 300 billion a year on towns and villages on the construction of municipal infrastructure which makes up over 20% of construction investments of these areas. A system to evaluate the performance of infrastructure and implement scientific management is of great significance both to the construction of these towns and areas and to the environmental improvement of these areas. Yet there has been no system like that.With the focus on the waste and sewage disposal facilities on townships the research established a indicators collection of town’s environmental protection facilities construction based on field investigation and a lot of analysis. Moreover an indicators collection to evaluate the performance of environmental protection facilities on 15 indicators on 3 aspects such as quality management, operation management and cost management was put forward.The analytic hierarchy process was chose to define weights. And a completely evaluation standard of town’s environmental protection facilities construction was established. The model of multistage fuzzy synthetic evaluation was applied and the final evaluation results were converted to a 10-point scale which corresponding to perfect, good, medium, low and poor. All these have made the performance evaluation system of town’s environmental protection facilities construction feasible and convenient.Fushan town located in Chengmai county of Hainan province as well as Wushan town located in Gucheng county of Hubei province was selected as the case. The established model of multistage fuzzy synthetic evaluation was applied to evaluate the performance of the environmental protection facilities construction.The evaluation results show that, the overall score of the performance of Fushan town is 8.32 and that of Wushan town is 8.48. The results of the case evaluation indicates that the performance evaluation system established in this research found its application both in comprehensive and individual evaluation and it is easy both to operate and to evaluate.
