With the development of China’s economy and society, the acceleration ofurbanization and the expansion of the size of urban population which result in thesignificant growth of Municipal Solid Waste (MSW) generation, and the phenomenon thatwaste surrounds cities being more and more obvious, MSW has been a serious threat topeople’s health and environmental harmony. As municipal utilities, waste transfer stationstake on the hub function of connecting the waste front-end collection with end processing.And now it is also faced with some embarrassing problems including the insufficientcapital investment, site sitting difficulties and more removed and less built. PPP(Public-Private-Partnership) is gradually applied in the waste disposal industry in China,as a project financing construction mode developing long time. The combination withwaste transfer station projects will make it be a hotspot of research and application in thefuture.This paper starts from the angle of the waste transfer station PPP project riskmanagement, focusing on risk identification and risk assessment. On the basis ofcommanding their respective characteristics of waste transfer station project and PPPgeneral project, this paper firstly achieves the identification of risk factors through thebrainstorming and empirical data, then gains a risk-list and completes the conformation ofoverall evaluation index system through reasonable determination&classification.Secondly, this paper determines the fuzzy comprehensive model as the risk evaluationmethod by a variety of methods and designs the model content from these three aspectsincluding the index weight assignment, determination of index membership, and fuzzycomprehensive operator. Finally, the paper invites experts to grade and quantify individualrisk index through combining their knowledge and project by taking example for theHongkou District waste transfer station in the case study. Based on the system leveldetermining the level of the fuzzy comprehensive evaluation, it gets a final riskassessment result through step by step evaluation.In this paper, the result shows that the overall risk level is close to the actual situationby applying the designed risk index system to the fuzzy comprehensive evaluation of the risk of case. The risk level of project-transfer is higher in the first layer. Those higher onesof the second layer are all belong to the characteristic risk of waste transfer station projectand PPP project. These results will have a reference effect on the research of riskmanagement and risk control practices in the future.
